It may be transmitted through bottled water as well as by way of regular tap water.     To say that the cosmetics industry is very poorly regulated is an understatement. The FDA can make suggestions or recommendations to manufacturers about cosmetic products or their ingredients, but the manufacturers do not have to comply.
